With the rapid development of China’s economic transition and structural reform of the energy momentum, the energy conservation space of industry and enterprise has great potential.Nowadays, the product unit energy consumption of China’s steel energy and other key industries were more than 10%-20% in developed countries, "recommends the thirteenth five-year plan " is clearly stated that actively control carbon emissions, strengthen energy management and control high energy consumption industries, effective control carbon emissions of electric power,iron and steel, building materials, chemicals and other key industries. Therefore, the steel industry as a big energy consumption industry, energy conservation is imperative which should accelerate the pace of implementation of energy-saving and emission reduction.Through field research to ironmaking flow of a steel company in Jilin Province, and carries out supervision section track records of investigations and to gather information, and data integration with enterprise technical staff audit data is determined to analyze the company from the material balance, water balance and the balance of sulfur ironmaking pollution nodes and links, based on practical business process issues, bringing together the views of staff and expert advice, esTablelish appraisal index system for the enterprise, has set up a four indicators, namely the use of indicators of resources, energy consumption indicators, pollutant emission control indicators and financial control indicators. And energy saving for the enterprise fuller sound evaluation of the index on the basis of a subdivision sinter indicators index pellets, coke indicators, process energy consumption indicators, blast furnace TRT indicators, SO2 eight secondary indicators emission targets, smoke dust emission targets, unit cost indicators to determine the weight of each index, reasonable and feasible energy saving no / low cost and medium / high cost projects. Finally, a comprehensive index of no / low-cost and medium / high cost projects were evaluated to select the best solution. Therefore, a minimum composite index scheme, the energy saving effect of the best, the greatest business benefits.Through four energy saving scheme comparative analysis shows that enterprises implement a no-cost program best energy saving effect. Option II low-cost, medium cost and high cost projects program three four composite index gap is not great, so when the iron and steel enterprises to implement energy saving technology, not only to focus on the implementation of medium / high cost projects, more attention should be paid less investment high efficiency no /low cost implementation of the program, only the medium / high cost and no / low-cost programs combine in order to make the enterprise energy saving effect is fully reached its peak,and the environmental benefits and the overall economic efficiency of both.
