Full pressure tank farm is one of the main risk sources of petrochemical companies,which can lead to a lot of flammable liquid spills,massive property damage, personal injuries.With the rapid development of the refining business,risk of enterprises increases.Safey of full pressure tank farm has become an increasingly important issue to enterprises.This paper focuses on risk assessment method system research on full pressure tank farm.The purpose of this paper is to find risk factors,provide safety management guidance,minimize accident consequences that may occure and provide technical support for safe operation of the tank farm.Through field research,literature review,expert consultation etc.based on safety system engineering theory,this explained the domestic and international development status of tank farm risk assessment;summarized their defects,put forward new ideas for choosing risk assessment methods and builded the "FBE—JSA — Accident consequences calculation —comprehensive risk evaluation system of full pressure tank farm based on SCL" full pressure tank farm risk assessment method system based on analysis of the five elements of choosing risk evaluation methods; Innovativly used SCL for indicators assignment,largely overcame disadvantages of the traditional overall assignment method as fuzzy,subjectivity, not timesensitive.This paper focuses on study fire and explosion accident scenes, mechanisms of action & reasons for the full pressure tank farm;made a detailed analysis for the two key subsystems, equipment and operational safety of the full pressure tank farm;calculated two extreme accidents,VCE&BLEVE’s consequence;researched the full pressure tank farm r evaluation system, and verify the feasibility of the method.At last,provided corrective recommendations based on the results of risk assessment,which can help prevent catastrophic accidents and has clear engineering application value.
