Fire-fighting Emergency Capabilities Assessment Of Large Crude Oil Tank Farm

Large crude oil tank farm is an important facility of raw material storage in petrochemical enterprise.It's safe and stable operation is an indispensable link for the normal production in chemical industry zone.Because of flammability and explosiveness of raw material,combined with the operational error and the influence of environmental factors,large crude oil tank fire and explosion accidents occurred frequently,causing serious casualties and property losses.Based on the understanding of tank farm fire risk and accident lessons,strengthening the tank farm fire emergency management and prevention work are becoming more and more important.To achieve this goal,we need to establish a set of large crude oil tank fire-fighting emergency capabilities assessment system and ensure its risk resistance ability and weakness,then enhance the large crude oil tank farm fire-fighting emergency ability,so that we can deal with accidents effectively and reduce accident losses.On basis of researching major domestic and overseas tank fire-fighting and rescue work,fire-fighting system design,tank fireproofing facilities,fire emergency management and emergency rescue,construct the whole process of risk prevention system of tank farm fire from human,machine,material,environment,management.Then analyze the failure process of tank farm fire protection layer combined with layer of protection analysis.Above analysis and emergency capability evaluation theory,this paper presents a large crude oil tank fire-fighting emergency capability assessment system,including 4 first-class indicator,22 second-class indicators and 58 third-class indicators;use the analytic hierarchy process(AHP)to determine the index weights objectively;at last,use the fuzzy comprehensive evaluation method to construct the tank fire-fighting emergency ability comprehensive evaluation model.According to the specific contents of the evaluation system and integrating evaluation steps,this paper developed a large crude oil tank farm fire emergency capability assessment software,which has the characteristics of easy and real-time operation,regular evaluation.This model completed the assessment of a domestic petrochemical company tank fire-fighting emergency ability successfully.Results show that the established evaluation model is feasible.All levels index evaluation results are drawn through calculated weighting,reflecting the present situation of emergency facilities design or management with indexes corresponding.Through the analysis of the evaluation results,find the fire-fighting emergency system short slab,and put forward perfecting suggestions.It is of great importance to strengthening the construction of tank fire emergency management,reduce accident loss and improve the ability of tank fire fighting system to coping with the accident.
