Integrated river basin planning is a important way to promote the development of water resources and watershed management utilization and it’s also a method to optimize the configuration of water resources to achieve sustainable development of society, economy and environment. However, the implementation of integrated river basin planning will affect ecological environment, water environment and security seriously and will have a inevitably negative environmental impact. Due to the special properties of the integrated river basin planning, environmental impacts of its implementation would be long-term, cumulative, relevance, potential and so on.Therefore, It is far-reaching significant to conduct environmental impacts assessment of integrated river basin planning and forecast, and evaluate the environmental impacts after implementation of integrated river basin planning and propose measures to prevent or reduce environmental impact. Because of the late starting point of the environmental impact assessment of basin when of “People’ s Republic of China environmental impact Assessment law” was implicated in2003,there is no evaluation method and index system for integrated river basin planning in our country. Therefore,it is significant to investigate the environmental assessment index system of integrated river basin planning.This article described the progress of the research in environmental impact assessment of river basin planning at home and abroad, and our country’s present situation in that field, summarized the features in our researching. Based on that, with the Analytic Hierarchy Process we built a suitable integrated river basin planning environmental impact assessment index system.Index system is made up with 32 indicators, including 14 mandatory indicators(comprising four red indicator), 13 optional indicators and five characteristic indicators. We explain that evaluation index and put up with the determined method for valuing. Building indexes importance matrix with experts’ scoring method, we use the analytic hierarchy process to calculate the weight of each index,then value with the method of comprehensive analysis.In case of the Weihe River Basin Comprehensive Plan Environmental Impact Assessment. By reseaching that case,we found that: comprehensive evaluation index of the base year(2000) was 74.67, medium base year(2010) was 81.70, and long-term base year(2020) would be 85.51. It could explain that the Weihe River comprehensive treatment planning is in line with environmental requirements and sustainable development of economy and society in general, and the planning is feasible.
