Enviromental Impact Assessment (EIA) Law of China actualized in2003stipulates that the environmental impact assessment have to be done in the Planning. Planning Enviromental Impact Assessment (PEIA) is a proeess which analyses, prediets, and estimates the environmental impact caused by the planning bringing into effect, and puts forward the countermeasure and measure of preventing or alleviating bad environmental impact, in the stage of compiling planing.PEIA of regulatory plans is the measurement of city development and construction quality to make more accurate analysis, prediction and assessment, puts forward comments and suggestions of planning adjustment when necessary, brings forward the countermeasure and measure of preventing or alleviating environmental impact, works for guidance, feedback, and testing, offers the decision basis for city development and environmental protection, but it’s different from the PEIA of master plans and EIA of projects. This paper combines with the characteristics of regulatory plans, discusses working process, indicator system, and assessment methods of PEIA of regulatory plans, focuses on the establishment of its indicator system, weights value of indexes determined for comprehensive assessment by Analytical Hierarchy Process(AHP).In case of PEIA of regulatory plan for eastern area Qianjing industery unit (QJ02) of Hangzhou economic and technological development area, it establishes PEIA indicator system, predietding, and estimates the environmental impact, weights value of every index by (AHP), gets the result of the plan which is basic sustainable development, and puts forward the measure of alleviating environmental impact.This paper which is adopting a method combining theoretical study with example verification, enriches and improves the PEIA of regulatory plans theories and methods with certain practical and reference value.
