A Study On The Reform Of Administration Of Civil Elevator Safety In Tianjin

With the sustained development of economic and the continuous acceleration ofurbanization, the elevators are more and more widely used in the work or daily life ofpeople. Meanwhile, the safety issues of the elevator operation have been paid moreand more attention by the masses, the media and also all levels of the government.The traditional elevator safety regulatory system exists some defects, which is nolonger fit the new development, the new changes and the new features of Tianjin’seconomy and society. Thus how to improve the effectiveness of elevator safetyregulation (especially the residential elevator), becomes an important research topicin the relevant government departments.This article describes the overall situation of the residential elevator in Tianjin.On the basis of investigation, it puts forward five problems of Tianjin’s residentialelevator safety supervision, which are the main part unknown, the regulatoryapproach failure, the elevator maintenance market failure, the inspection dutiesconfusion and the elevators’"aging". Then it gives the theory analysis of the causes ofthe problems from the point of view of economics, sociology and management.Combining elevator safety supervision theory and international experiences, it putsforward some countermeasures for the government to improve residential elevatorsupervision in order to ensure elevator safety by five aspects, which are“decentralization, implement the owners’ main responsibility for the elevator safety”;“strengthen macro guidance to promote community autonomy of the elevator safety”;“establish risk-sharing mechanism of all stakeholders to prevent moral hazard andopportunism’’;“progressively implement lifetime service system of the elevatorsafety and quality in manufacturing enterprises’’;“rationalize the relationships,establish the pattern of the elevator inspection socialization’’.
