Research On Government Regulation Of Power System Transformation In Inner Mongolia Under The Goal Of Carbon Neutrality

At present,"carbon peak,carbon neutral" has become a national strategy,and building a new power system with new energy as the main body has become the development direction.To achieve the goal of carbon neutrality,the power industry is facing both significant opportunities for transformation and development and arduous challenges.The transformation and transformation of the carbon neutral power system is a global and systematic problem.It should be gradual,first established and then broken.The entire transformation path needs to be based on technology,including management,policies and regulations,as well as scientific design of market mechanisms,top-level design and decision-making of government regulations.Inner Mongolia is very rich in energy resources,wind energy and solar energy are abundant and of high quality,natural gas resources are rich,and coal resources are rich.Under the goal of carbon neutrality,it is inappropriate for Inner Mongolia to develop traditional coal based power energy.In the future,we should promote the carbon neutral transformation and development of the power system in Inner Mongolia,and form a new power system with new energy as the main body,which can not be separated from the regulation of the government in Inner Mongolia.This paper conducts research on the government regulation of the transformation of Inner Mongolia power system under the goal of carbon neutrality.From the perspective of public management,it reads a large number of domestic and foreign related research literature,uses incentive government regulation theory,deregulation theory and sustainable development theory,and combs the current situation of government regulation in the carbon neutral transformation of Inner Mongolia power system around the main line of government regulation in the carbon neutral transformation of ancient Inner Mongolia power system,Diagnose the problems of government regulation in the carbon neutral transition of Inner Mongolia power system,and put forward suggestions for improvement.The research shows that there is a gap between the government regulation policy and the reality in the carbon neutral transformation of the Inner Mongolia power system,the government regulation implementation capacity is weak,the government regulation has interest disputes and the government regulation performance evaluation is weak.The reason lies in the imperfect government regulation policies,unclear government regulation responsibilities,asymmetric government regulation information,and lack of planned regulation planning in the carbon neutral transformation of Inner Mongolia power system.Based on the analysis of the problems and causes of government regulation in the carbon neutral transition of Inner Mongolia power system,it is proposed to improve the government regulation policy system,accelerate the construction of the law and regulation system in the field of climate change,establish an incentive policy system,focus on building a clean,low-carbon,safe and efficient energy system,and establish a technical standard system;To clarify the division of government regulation responsibilities,the power regulation mode must be scientific and reasonable,improve the multi subject co governance mechanism,and establish an independent power industry government regulation coordination agency;Strengthen the scientific coordination of government regulation,the coal power industry should develop towards a clean and low-carbon direction,encourage the diversified and large-scale use of renewable energy power generation,and set subsidies for carbon neutral power generation technologies;Strengthen government regulation,assessment and supervision,study the indicator system of carbon neutrality,economic development and ecological environment development,actively explore the establishment of government supervision and management on carbon emission rights,bring low-carbon economy into the mainstream economic policy framework,and form a comprehensive supervision system for government decision-making.
