Research on the Weapon-Target Dynamic Assignment and effectivenessevaluation is an important topic in the current military tasks. Weapon-TargetAssignment is distribution method which is to attack against the targets based on theintegrated combat capability of both sides of weapons and targets. The attack effect ontargets can be enhanced by using the reasonable fire distribution scheme. Firstly, firedistribution model is built in the fire allocation. Secondly, the algorithm is designed tosolve the model. Finally, the ideal allocation scheme is obtained. The combateffectiveness is evaluated by using evaluation method. The evaluation result is used toverify the rationality of allocation scheme and provide the data for the next firedistribution. That, the research content of this paper, mainly includes the followingaspects:1. Fire distribution model is built. As close as possible to the actual, the influenceof network is considered when construct fire distribution model. The initial targetsinformation is not exactly the same as the firepower unit. The distance among all thefirepower units is used to judge whether communication. The distribution model isconstructed based on acquisition of target information by detecting itself andcommunicating with friendly bombs. Because of the direct solution of the model isvery complicated, to simplify the calculation, improve the calculation speed, thedistribution model is constructed by solving the distribution advantage matrix.2. In this paper, the Hungarian Algorithm is selected for firepower distribution.The firepower distribution problem is converted to assignment problem. Thedistribution process is simplified and solving speed is improved by the modalreduction. The saturation number of Targets is calculated in numerical simulation. Dueto the different target saturation number, the Hungary Algorithm is improved to adaptto the needs of distribution. The excess allocated to other desired target when therequire situations are met. Local super saturation is avoided and distribution balance isimproved.3. Combat effectiveness evaluation method is studied. The base contents of evaluation index, evaluation model and evaluation method are interpreted. Thecalculation models of survival ability, guidance ability and damage ability are given.The evaluation result is got by evaluating these three capability indexes in numericalsimulation. The sum of expectations overpressure of the target from the missile is usedto predict hitting effect, the residual targets combat ability are obtained and to providethe data to the next distribution.
