With the quick development and deep application to the military field of information technology,information has become one of the important combat capabilities.Information superiority plays a crucial role of achieving the combat superiority and winning the ultimate victory of a war,and the important material foundation for achieving information superiority is military communication network.The construction cost of a military communication network is very expensive,so computer simulation technology is usually used to simulate its performance,and the simulation results are evaluated to judge whether the network performance can meet the combat requirements or not under the current network planning scheme.According to the evaluation results,the planning scheme is iteratively optimized to build a secure,reliable and efficient military communications network.Evaluation problem is a theoretical puzzle without an accurate solution.With the rapid development of national defense information technology,its network structure is becoming more and more complex and services are continuously enriched,the factors affecting its effectiveness are also increasing,which brings great challenges to evaluate military communication network effectiveness.At present,there are relatively a few studies on the evaluation of military communication network effectiveness,and has no unified standard and universal solution.In addition,the existing research only considers how to maximize a network performance and ignores the economic benefits in the actual construction.Therefore,it is significant to establish a generic effectiveness evaluation system for military communication network meeting the actual construction needs of the network.This paper proposes a complete and applicable evaluation method and system design for various military communication networks based on the problem reduction theory.In the evaluation process,considering the practical problems such as resource waste and cost increase caused by excess network performance,this paper proposes an improved atomic indicator effectiveness calculation method,which penalizes indicators whose effectiveness exceeds the margin range by adding index margin and penalty parameters,and better reflect the economic and technical benefits of the network.Secondly,based on the research of existing evaluation methods,this paper proposes a random forest regression model to explore the relationship between atomic index effectiveness and military network effectiveness to build an intelligent evaluation model.Finally,this paper proposes a flexible and scalable design scheme for military communication network effectiveness evaluation system.With Tactical Internet as the research object,the improved atomic index effectiveness calculation method and random forest regression model are implemented and verified by experiments.The effectiveness calculation method proposed in this paper can make the evaluation results more in line with the actual construction needs of military communication networks,and provides a more comprehensive decision-making basis for the network design and construction,which has important reference value for the research on the effectiveness evaluation of military communication networks.
