In recent years, the general national and provincial arterial highways have beenproviding fast, safe, reliable and efficient transport services for the economic developmentthat would be steady, but at the same time, traffic accidents happening in the intersectionwhich accounts for a small fraction of the space, occupied a large proportion of the wholetraffic accidents, and seriously affected the capacity and safety of the entire arterial highway,and also bringed negative impact on the healthy development of society and economy.Therefore, the research on the safety of the intersection is imminent.Although scholars in many countries have put forward a variety of intersection safetyevaluation methods, and have conducted more in-depth study, but it was a pity that theseevaluation methods had their shortcomings, and few used in arterial highway intersection.Therefore, this paper analysises the security status of the general national and provincialarterial highway intersection by using the meanings of literature and field research, andproposes an evaluation method that not based on traffic accidents and traffic conflicts.Paper collected relevant information about general national and provincial arterialhighway intersection surrounding area of Xi’an, and analyzed and summarized the main safetyproblems existing in highway intersection by comparing with urban intersection. On the basisof that, this paper setted up safety evaluation index. Considering the intersection trafficoperations in the ideal and actual running status as premise, the paper respectively establishedthe ideal model and modified model of unsignalized and signalized intersection, and then acomprehensive intersection safety evaluation model by combining these two modles, andconfirmed the parameters of the evaluation model by using means of analytic hierarchyprocess and expert survey method. In consideration of the level of public awareness, thesecurity level of the intersection was divided. Finally, this paper combined with the relatedresearch at home and abroad, and putted forward safety improvement measures from fouraspects of geometric design, traffic control, traffic conditions and safety protection ofvulnerable groups that can be applicable to the general national and provincial arterialhighway intersection.
