Post evaluation plays a vital role in summing up the experience of projectmanagement and improving the scientific level of project decision. Domesticindustries pay more attentions on the post evaluation nowadays. In2011, the Ministryof Water Resources of the People’s Republic of China has published 《The noticeabout the constructions of the water resources assessment post evaluation》. And in2012, the State Council promulgated 《The State Council’s opinion on theimplementation of the strictest control of water resources》. Both of theannouncements reflect the government’s attention on the water resource managementand the creative of water resource manage skills. Also, the post evaluation of waterresources assessment is beneficial to achieve sustainable development.This article studied on the post evaluation of water resources assessment, andmade a discussion on the theory, methods and the application of the post evaluation ofwater resources assessment. The aim of the paper is to come up with a scientificsystem of the post evaluation of water resources assessment, which will promote themanagement and develop the efficiency of water resourcesThe article, which learned from the development of post evaluation frominternational financial organization, developed and developing countries, was toexplore the post evaluation which was suitable to the water resources assessment.There were four studying methods including comparative analysis, logical frameworkevaluation, success degree evaluation and comprehensive evaluation stated in thepaper. And it also analyzed the advantages、disadvantages and the application ofeach method.The paper focused on the construction of indicator system of post evaluation ofwater resources. According to the principles of establishing indexes, we choose fourtypes of construction project (hydropower industry、water conservancy industry、chemical industry、papermaking industry) from management and technology aspectscombining with the characteristics of usage of water and the different operations inconstruction projects in different industries. According to the characteristics of the thermal power construction project,comprehensive post evaluation model was established by the coupling of contrastanalysis method and fuzzy comprehensive evaluation method. As a case, the secondphase of construction projects in Huaneng secondary power plant in Shanghai wasused in the study. The results show that the operation of the model of comprehensivepost evaluation is simple and can reflex the objective circumstances of target ofevaluation. On the other hand, the conclusion from the model is reliable. And thecomprehensive post evaluation model is an ideal and effective method in constructionprojects of water resources evaluation.
