The energy crisis and environmental pollution are the huge challenges that thedevelopment of modern society faces. Construction that consists of the three majorfields of social energy consumption with industry and transportation, is also one ofimportant sources of greenhouse gas emissions. Building energy conservation has greatsignificance to promote the work of energy conservation and emission reduction. Atpresent, the proportion that building energy consumption accounts for the total socialenergy consumption has more than30%, and the emission of greenhouse gas inconstruction field makes up about a quarter of the total social emissions. While ourcountry attaches great importance to building energy conservation, and has adopted aseries of measures, but still a rigid building energy consumption increase. There aremany problems and difficulties in the development of building energy consumption, andthe progress is slow. This is due to many reasons. Finding the key reason is of greatsignificance for promoting the development of building energy conservation.There are intricate relationships between the numerous factors that hinder thedevelopment of building energy conservation. The research object of this paper is thefactor that affects the development of building energy consumption. Through thecombination of quantitative analysis and qualitative analysis, current analysis and trendanalysis, the paper mainly studies the following aspects. First, through analyzing thepresent situation and characteristics of building energy consumption, and six majorproblems existing in the development of building energy consumption, the paper liststhe factors that affect the development of building energy consumption based on thesummarizes of literature review and expert consultation. Secondly, through analysis ofthe interrelation between the factors affecting the development of building energyconsumption, the paper builds correlation matrix. And based on interpretative structuremodeling, the paper rationalizes the structural relationship between the factors, anddraws a level5hierarchical structure chart. And the factors are divided into surfacelayer, middle and deep factors. The paper points out three factors that are deep factorsaffecting the development of building energy consumption. They are the imperfectionpolicies and regulations system imperfection, the defective market mechanism, the lowenergy saving awareness. Third, according to the different changing trend of deepfactors, the paper set benchmark scenario, energy-saving scenario and frustrating scenario. With the total energy consumption and CO2emission as evaluation index, thescenario analysis was carried out on the development of building energy saving in2020,to measure the influence degree of the development of building saving. The analysisresults point out that the energy-saving scenario saves240million tons of standard coaland reduces19%CO2emission compared to baseline scenario. In view of the keyfactors to take effective measures to reduce building energy consumption and CO2emission, that has a positive role for the development of building energy conservation.Finally, according to the present situation of policies and regulations system, marketmechanism and energy saving awareness, the paper puts forward developmentsuggestions from the three aspects. |
