With the construction of strong and smart grid in China, SGCC proposed oneobjective that the data collection should cover the present system to realize"all-covering, all-collecting, all-prepayment" for all power user on the unifiedcollection platform. The coverage rate of power user electric energy data hasincreased annually in recent years. The application-level and application effect havealso expanded gradually. It helped promote the process of standardization ofmarketing measurement, meter reading and charge mode and the process ofinformationization in SGCC. At the same time, it also promoted the change ofmarketing mode and improved the level of management. Although at the presentstage the construction of power user electric energy data acquire system has achievedcertain achievement, it still cannot meet the requirements of the development of smartgrid. So it is particularly important for the further study of power user electric energydata acquire system.Based on the current research status at home and abroad of power user electricenergy data acquire system, this paper analyzes the system construction backgroundand significance then realized the necessity of power user electric energy data acquiresystem construction. This paper studied the framework, key technology, terminalequipment and some others. Then with the practical experience from the project ofpower user electric energy data acquire system construction in Yichun, we determinedthe general design ideas of power user electric energy data acquire system. Then weoptimized and designed the secondary master station software for Yichun. At last weevaluated the risk of electric energy data acquire system with the risk assessmenttheory.
