An Electrical energy monitoring and management system for Changling branch, Sinopec, China is designed and realized in this paper, which can complete the power monitoring and centralized management of the whole plant. Moreover, advanced intelligent optimization models are used to promote all production unit to carry out actively equipment renewal and technical innovation and enhance the independent power-saving consciousness of employees. This system reduces the enterprise operation cost, improves the economic efficiency and realizes the energy conservation purpose.First of all, A hierarchical distributed system is designed and realized based on the design principle of"security and stability, easy to access, information integration, intelligence sharing"and combined with the present situation and the actual demand of Changling branch, Sinopec, China.The whole system structure is partitioned into three layers (spacing layer, station level management layer,foreign service layer), The function of all layers are expounded in this paper.Secondly, data processing technology of the electrical energy monitoring and management system is introduced. The multithreading technology is applied in data collection to shorten the acquisition cycle and improve the system real-time performance. A three-dot linear smoothing method is used in data smooth process to eliminate random noise in acquisition data. In this system, a grey dynamic model is used to compensate the missing data by building a GM(1,1) forecast model.And in order to reduce the influence of uncertainty factors,the data fusion technology is introduced, which provides a more reasonable and effective data source for the system.Then, the key techniques of the electric energy management system is analyzed.A load forecasting model based on the BP algorithm is builded according to the power load characteristics of petrochemical enterprise.When a major maintenance happens,the load is much lower than normal level.In this paper,to improve the accuracy of the predictions,a load forecasting calibration model based on maintenance schedule is proposed to correct the forecasting result. Assessment models such as assessment model based on time-of-day price, assessment model based on unit electricity consumption quota and assessment model based on power quality are proposed to assess the energy conservation effect. Through giving rewards or punishment to the corporation workshops, the electricity-saving enthusiasm of employees are well motivated.Finally, object-oriented programming methodology and programming tools is used to achieve application support platform of electrical energy monitoring and management system, which lays a solid foundation to get the real-time information of bottom equipments rapidly, accurately, and completely. Data collection and monitoring, load forecasting, energy-saving assessment model, intelligent operation ticket generation, report generation and other important software are deeply analyzed and investigated in this paper.This system has been in safe operation in Changling branch, Sinopec, China, the operation results show that the system is stable, reliable and convenient and easy-maintenance. The system realizes the centralized electricity energy monitoring and the transparent electric energy management, It improves the employee's work efficiency, reduces the resources waste, and has achieved good social benefits and economic benefits.
