Due to the huge capital investment requirement under expressway engineeringconstruction project, reasonable investment and effective management on safety productionexpenses is playing an important role in construction project. However, it is not optimistic tothe safety production situation in our country for a long time. On the one hand, it is difficult forbuilding enterprise to grasp actual usage cost of safety production, on the other hand, dailymanagement on expenses allocation is lacking of standard and scientific basis.This thesis summarizes present safety production situation in our country and the existinglaws and regulations of safety production costs on expressway construction industry. Based onstatistical data analysis of accident type, position and its causes during expressway construction,the possible major hazards in expressway construction is classify and assessed.By studying on safety production cost composition and production accidental lossstructure, and on basis of relevant laws and regulations, safety production expenses aresubdivided into nice aspects, which are as the main content composed of the objectivefunction.Besides, based on analysis of the features of cost benefit and rules, this thesisintroduces as long as reasonable principle and utility theory, which is as scientific standardto judge whether the solution of objective function is in line with the safety investmenteconomic principle or not.Based on analysis of the features of cost benefit and rules, by using Chaos sequencegenerated by Chaos optimization algorithm for objective function, and minimum value of totalproject safety costs and the subentry costs as the constraint conditions of objective function,safety production costs allocation model is established. Besides, by using MATLAB softwareto programming and iterative operating, the optimal solution of the objective function isobtained. Then this thesis adopts as long as reasonable principle and utility theory as thescientific standard to judge whether the solution of objective function is in line with the safetyinvestment economic principle or not.Finally, relying on computational analysis of Jiang Luo expressway engineering projectcases, reasonable suggestions on optimal allocation of safety production cost have beensuccessfully put forward. Research results show that, safety production costs allocation model studied in this thesiscan effectively optimize the actual status of safety production cost management, and make theproject risk in safety control level. This will provide scientific basis and practical guidance forsafety production costs management in expressway construction enterprises.
