County road is an important part of the highway, it also has the public characteristic. Asthe main transport corridors in rural areas, county road is one of the critical infrastructures toensure the rural economic development and build a new socialist countryside. With thedevelopment of urbanization, after the accessibility of rural residents in urbanized area beingmet, which proposed the needs target of convenient, smooth and efficient for country road.Take the national trunk highway layout adjustment in2013as an opportunity, localgovernments need to adjust the country road layout. How to evaluation on the program ofurbanized area adjustment planning, to meet the advanced needs target in urbanized area hasbecame an important part. The author aims to exploring a set of thoughts and meanspropitious to the of the country road layout in order to improve the performance evaluationsystem of highway network with the experience of participating in the adjustment planning ofthe country road layout in Ningbo.Based on the analysis of the current performance evaluation in home and abroad, theauthor use the theory of Maslow’s need hierarchy to identify the needs transform of urbanizedthe country road users. This paper studied the "3E" theoretical value characteristic ofurbanized area, and constructs a three-level performance evaluation system in accordancewith the "value-target-targets". The evaluation system takes the efficiency, effectiveness,fairness as the overall goal, takes the financial system effectiveness, facilities condition, safety,economic development and land use, environmental protection, improvement of the lifequality as the seven targets in the middle level. In the low level, the evaluation system has26indicators that could be quantified. Take the Fenghua City, Xiangshan County and NinghaiCounty as samples which belong to Ningbo City, use the Z-score method after dimensionlessto test the correlation of the alternative indicators. Ultimately, determine the efficiencyindicators of the road network density in urbanized area, and select the population of all theformed villages within the range of500meters, the population of all the formed villageswithin the range of05/1/2hour as the analysis indicators and the fair indicators of mountainvillages coverage. Take Fenghua County road network adjustment plan for an example, use the population of all the formed villages within the range of500meters to calculate theimportance degree. Then, use the SPSS software in accordance with the importance degreemake all the roads cluster11groups. Based on the three network levels of all road network,the network of over the county road and the network of over the township road to analysis thechange discipline of the road network efficiency and the marginal benefit when the adjustroad loaded on the network gradually. Last of all, this paper estimates the conservationconstruction costs during the process of adjusting the planning, except that, proposedappropriate measures and proposals.In short, in the background that many local governments carry out adjustment planning.This paper proposed the performance evaluation system of county road network in urbanizedarea is scientific, operational and could provide guide for the government sector’sdecision-making...
