With the continuous development of society, people’s living standard continuouslyimproving, the proportion of private car in travel tools is growing; the infrastructure of cityroad is not perfect; traffic planning is not reasonable. This result in that the traffic condition ofcity road is getting worse, even traffic congestion and traffic accidents often occur. In order toimprove the traffic condition of city road, we should evaluate it firstly, as so as to obtain thereasonable and effective traffic control measures. Therefore, the evaluation of city road trafficcondition is necessary and significant.This paper selects the traffic congestion analysis as a way to measure and characterizethe city road running condition. The serious road congestion indicates that road runningcondition is poor. On the contrary, no congestion indicates that road running condition is good.At first, I analysis the causes and the influence factors on city road traffic congestion andtraffic flow characteristics, in order to create an evaluation index system of road congestiondegree. One the second, through the comparative analysis, I select the optimization algorithmof generalized radial basis function neural network modeling and calculation on the city roadtraffic congestion degree. Next, the paper selects a typical local network of Xi’an as theresearch object. Through field investigation and study for two weeks during the evening rushhour, take MATLAB2010as the operation platform, I evaluate the traffic congestion degree ofeach sample road in the road network in the evening rush hour and the traffic congestiondegree of typical road in all day comprehensively. And then, I find the congestion occurs, thecauses and time point, which is in order to provide the scientific basis for formulating controlmeasures city traffic operation. Finally, I use the weighted average method to evaluate trafficcondition of the road network in the evening rush hour. The path which is the minimum in thevalue index of traffic condition is regarded as the optimal path. This is in order to make thetravelers avoid the road of traffic congestion and improve travel efficiency.
