Electronic Toll Collection (ETC) system is regarded as a kind of Intelligent TransportSystem (ITS), which is being developed studiously in order to spread throughout the worldfinally, applying to road, bridge, and tunnel. In addition, it is also seen as a vital research filedand application link in ITS. It features non-tolling system, that is to say, there is no need parkthe cars for paying fees. The individuals are just required to get through the toll gate at certainspeed. The use of ETC system has a positive effect on the prevention of traffic congestion.What is more, it dramatically enhances traffic capacity, ensuring the transportation is smooth,as a result, realizing energy saving and environment protection.The thesis illustrates the current situation of the Electronic Toll Collection at home andabroad, and analyzes the double-chip ETC system. It is composed of the tag and thedouble-interface CPU card, which possess two working mode. The one is non-parking withtag and card, the other is parking with card only, which will fulfill the combination of manualpayment and automatic payment.The paper draws on the actual situation of expressways in Shaanxi province, which takesthe full of use of the principle of RFID to design and achieve ETC system in Shaanxi.According to ETC, the thesis demonstrates a detailed description about the operation flow ofentrance and exit. Moreover, it demonstrates detailed description about types and design oflane construction, technical proposal, and project analysis, designing operational process ofentrance and exit based on ETC. Besides, it also analyzes extension approach of ETC in ourprovince, and makes a further argument on practical issues in operation and solutions, whichlays the foundation for deep research. All in all, suggested schemes can address developmentbottleneck of ETC system, providing theoretical basis for the construction of highway tollingsystem.
