Promoting the integration of urban and rural public passenger transport is an importantmeasure to achieve the equalization of basic public services of road passenger transport inurban and rural areas. However, due to the long-term urban-rural dual structure andsegmentation of road passenger transport management system, some problems focusedseveral aspects like line network layout, site settings, vehicle configuration, operationorganizations. Among them, the problem of line operation organization is particularlyprominent, mainly in single run mode, circuit design unscientific, irrational set of operatingparameters. Therefore, this article studied the problem of optimization of line operationorganization.Based on the three aspects of the operation mode, run lines, the operating parameters,this paper established the model of linear programming to study. First, considering theequalization of public services, the basic purpose of the integration of transport to best meetpassenger in urban and rural areas, the paper established objective function with the goal ofminimizing the user’s utility loss. Considering the user’s utility loss affected by running mode,the circuit design and operating parameters, while ensuring operators gain, the paper took runmode, running lines and operators gain as constraints. Finally, finishing the objective functionand constraints, line optimization model of run organization was established.In order to verify the rationality of the model, taking a county for example to research,line operation organization is divided into four types: radiation type of full of public transport,channel type of full of public transport, radiation type of public transport and scheduled bustransport, channel type of public transport and scheduled bus transport. By calculating,radiation type of full of public transport is optimal. In the operation schemes formed bycombining different routes design and operation mode, there are great differences betweenthe interval and the user’s utility loss. It should make scientific choice.
