Water-storage central air-conditioning system(WSCACS) separates generation time and service time, it storages cooling during electricity low-demands and release cooling during high-demands. In other words, WSCACS plays a role that shift peak load to low period, which has prominent economic and social benefits, and significant for guarantee the safe operation of power grid up. Different control strategies can deeply affect the operation energy consumption, cost, safety and stability of cool thermal storage air conditioning system which are all analyzed in this paper by building model platform of WSCACS based on its specific properties.This paper use Designer’s Simulation Toolkit(DeST) to estimate the annual load and determine the equipment selection and system form. Summarizing and building mathematical model of WSCACS, and building the WSCACS simulator in TRNSYS platform, we can debug WSCACS to realize every kind of operational model and control policy in this platform. Putting forward the optional equation of objective function of all-day-long minimal operation-cost, building the mathematical model of energy-consumption of refrigerator in optimal computation, and using the simplex method in linear programming to determine the optimal solution to realize the optimizing control. Choosing the typical day, running the priority and optimizing control policies in model platform, and comparing the energy-consumption and expense, we can find that optimal control policy has some obvious advantage in economic, but it can not decrease energy-consumption effectively. At the same time, the gap between the daily load and calculation daily load is wider, the saving-operation-consumption which comparing optimal control policy with refrigerator priority control policy is more obvious.
