Under the background of the national energy saving,"Nature Draught Cooling Tower (NDCT) with flue gas injection" has gradually showed out huge advantage in energy saving and flue gas diffusion. In order to ensure the using efficiency of energy, this paper focuses on the demand and allocation of circulating water in the "NDCT with flue gas injection" power plants combined with the heat pump under the condition of reasonable lift height of flue gas and necessary heat for heat pump heating.An important factor affecting flue gas lifting and heat release is the atmospheric stability."NDCT with flue gas injection" power plants are mainly applied in the Beijing-Tianjin region now, Therefore, based on the Beijing-Tianjin region stable atmospheric type, this paper studies on the potential of the waste heat utilization in "NDCT with flue gas injection" power plants by analyzing the gas lift data; Establish the mathematical models of the minimum lift height of the flue gas, the heat release rate required and the maximum cycle water amount for the pump heating; In accordance with the minimum height gas lift and flue gas heat release rate data of two "NDCT with flue gas injection" power plants, the relations between the lift height of the flue gas and heat release rate, the wind speed of the pollution source, the smoke emissions and the atmospheric stability are acquired through calculating and analyzing. Finally, through the economy and heat economy analysis, the specific plan of for the pump heating in the "NDCT with flue gas injection" power plants is acquired. And the harm of the pollutants in the cycle water of "NDCT with flue gas injection" power plants is also studied and the solution is presented.The research shows that the atmospheric stability of the Beijing-Tianjin region are mostly unstable (B), neutral type (D) and stable (F); The analysis shows that the potential of the waste heat utilization in "NDCT with flue gas injection" power plants is huge; The largest amount of heat in the cycle water in the flue gas lift for heat pump heating can be77963kw; Analysis shows that the impact of the wind speed of the pollution source is the most important factors to the lift height of flue gas, and the atmospheric stability is the relative weakest factors. The economic and thermal economy analysis shows that the industry-turbine driven compression heat pump heating is the best heating plan for "NDCT with flue gas injection" power plants. The investment costs will be recovered in8.3years and860million CNH economic value can be brought in the life time of the equipment. The solution of the pollutants in the cycle water of "NDCT with flue gas injection" power plants is also be provided by water replenish and stabilizer.
