Energy resources are the reliable and indispensable element for human being. With the development of science and technology, human increasingly use all kinds of energy. China is in a critical period of rapid development requires large amount of energy, so effectively using energy will be conducive to the harmonious development of society. However, the industrial process can not take full advantage of the energy, as a result it produces large amount of waste heat discharged to the natural environment, which causes environmental pollution. It is very important to reuse the waste heat to reduce the waste of energy, and it will improve environmental and economic benefits of industrial processes.As China’s industries are multiple, it needs various technologies of waste heat utilization to reuse the waste heat resources on the basis of the characteristics of industrial manufacture. This thesis analysis four kinds of waste heat utilization technologies in China, whicn includes the heat exchange technology, the thermal conversion technology, the cooling and heating technology and the heat pump technology. The characteristics of these technologies will be the foundation of the next study.Based on an power plant operating characteristics and the cooling water is rich in a large amount of low-grade waste heat, it adopts transformation of the absorption heat pump to retrieve the waste heat. The steam extraction is reduced and the energy usage ratio is raised after the transformation. By calculating we get the following conclusions:The16360t consumption of standard coal can be saved, and it will reduce CO2emissions40777t, SO2emissions1227t, NOx emissions614t, bug dust emissions11125t at the same time in winter. Annual steam saving is175680t, which gross calorific value is477849.6GJ, and the benefit of the annual savings steam is25.8million yuan per year.After transformation, it will save61t/h steam, the energy saving rate is20.33%. The waste heat utilization project investment is about59.88million and the profit is25.8million yuan per year, the static payback period of the project is2.4years.Results shows that the heat pump technology effectively increase the primary energy utilization rate in the utilization transformation of waste heat in heat power plant. It will improve the energy utilization rate and promote the energy-saving emission reduction. Combined with the actual production situation and the banefite of the heat power plant, the recovery of the waste heat with heat pump technology will maintain the stable operation of power plant and alleviate the heat and power supply pressure. Beacause heat pump with good adaptability is conducive to the realization of the recovery of the waste heat in power plant, its engineering significance is very important.
