Hutubi River basin is located in the middle of the East Tianshan Mountains,southern edge of Junggar Basin, Wu Chang Changji Hutubi County Central region,typical of arid inland areas, relative to other rivers in eastern Tianshan Mountains, theHutubi River water is relatively abundant, but because of the distribution of waterresources and economic development and the season does not match the unevendistribution problems caused not make full use of water resources, flood, droughtdisasters frequently occur, restricting the basin edge normal functioning and economicdevelopment.Through inspection Hutubi County Almanac, Water Resources Bulletin andliterature, has collected nearly20years Hutubi River basin water use, economicdevelopment and social development data, analysis of water resources developmentand utilization status, use index method, trend analysis and other methods to predict in2020,2030, all water users need water, while the water supply watershed werepredicted based on water supply and water demand forecasting results, carried out thesupply and demand balance analysis, based on the above results, the establishment ofmulti-objective optimization configuration model, application fgoalattain Matlaboptimization toolbox function to solve the model, come in six different configurations.The main conclusions of the study are as follows:(1) Each level of water supply and demand forecastsHutubi River Basin water demand is greater than supply, this is at the expense ofthe excessive exploitation of groundwater. Over-exploitation of groundwater resultingin falling water tables, ecological destruction;2020, For reasons of protection of waterresources and water conservation, reduce groundwater exploitation, improve theefficiency of agricultural water use, water resources tends industrial water andecological water;2030with the increase in population, rapid economic development, as water resources are already insufficient to support its development, so in terms ofimproving water use, the new high-tech, water-saving facilities should be introducedas soon as possible.(2) Supply and demand balance analysisBased on the maximum efficiency a priority as a starting point, The maximumbenefit in order of comprehensive water maximum benefit, industrial water,household water, agricultural water, the third industry and ecological environment inthe use of water, combined with policy makers prefer, come in six differentconfigurations programs to achieve the maximum economic watershed, providereference for future water resource planning of Hutubi River basin. Based Hutubihebasin water situation, we choose the largest integrated economic program as Hutubireference for future water allocation plan.(3)Establish a multi-objective programming model, model configuration analysisand correctionMulti-objective optimization allocation model derived six different configurationoptions, the first result is the largest comprehensive water efficiency, and theremaining five kinds of program sare the biggest benefits of living water,the greatestenvironmental benefits,the largest industrial water efficiency,water tertiary industrymaximum efficiency and effectiveness of the largest agricultural water.
