Weifenhe River,the first level branches of the Yellow River,flows through Xingxian County and Lanxian County of Luliang City, Shanxi Province.As the social and economic development growing rapidly,and the aquatic environment keeping deteriorating,water resources of Weifenhe River basin are in deficient of water in quantity and quality,and sharp contradictions and conflicts have formed between water suplly and demand.In this thesis,how to effectively use the limited water resources has been discussed.Through investigating the statistic data of supplying and utilizing water in past years,the actuality of supply engineering,the actuality of drain engineering and waste water disposal in Weifenhe River basin,this study analyses the available water quantity and water environmental actuality in order to afford basic data for the optimization distribution of limited water resources in Weifenhe River basin.According to the actual situation of Weifenhe River basin,this paper predicts the development of socio-economic status,and forecasts water demand on this bases.It also analyzes protential of water resources expoitation and utilizition and water saving protential,and predicates water supply capacity and new construction of water supply engeneering. According to prediction results of water supply and water demand,it assurances supply and demand balance in the programming year,reveals the problems and conflicts of water supply and water demand,and proposes a approach to solve the contradiction between water suplly and demand.Then it carries out optimal water resources allocation among different grades of water quality and water resources and competing water users.The present paper aims to introduce a study on multi-objective optimal allocation of the limited water resources in Weifenhe River basin. Based on the different grades of water quality and water resources,this paper has analyzed the decision-making variable's restrained conditions and applied multi-objection optimization formula in distributing the limited water resources in Weifenhe River basin to mitigate the contradictions and conflicts between water supply and demand,and ensure its harmonious development. The multi-objective optimal allocation of water resources means the greatest benefit to be brought to the water consumers,including industrial and agricultural development, tertiary development,household-living and eco-environment,etc. Studying the goal attaining function of Matlab toolbox and applying different optimum scenarios,this paper has analyzed and put forward different optimization scenarios in accordance with development of Weifenhe River basin's society,ecoenvironment,and the national economy.The optimization scenarios may further improve water environmental quality,obtain the best benefit from the limited water resources.The apllication of this methodology to the Weifenhe River basin shows that the methodology can be ultilized as a tool for promoting the understanding of water users to achieve maximum walfare in a river basin and minimize the protential demand caused by water demand.It can promote harmony and sustainable deelopment of environment,society and economy in Weifenhe River basin.Finally,the paper has given further discussion on more details on the proper water resources distribution problem.
