As we all known Daqing is a petroleum-oriented city, then it is an important measure to plan and construct the Northern part of Daqing Newtown for the government to establish hundreds-year-old oilfield, adhere to sustainable development, build livable city and construct harmonious city. Dream City is a significant part of the Northern part of Daqing Newtown, and also a landmark project for the growth of alternative industries of Daqing. It has guiding significance to plan and design rationally the Northern part of Daqing Newtown and the Dream City grid for the future sustainable economic development of Daqing and its power system.It is the solid and fundamental foundation to forecast the power system load for the grid planning. Therefore, I discussed and analyzed fully about the power system load forecasting and introduced the load forecasting status according to the latest domestic and foreign researches in my paper.I made preliminary forecasts in my paper based on the status analysis of the grid of Daqing, the Northern part of Daqing Newtown and the Dream City through combinative using the method of analogy and load density. Then I got the grid planning principles corresponding to the analysis and research outcomes and known how to plan and design the220KV,110KV grid of the Northern part of Daqing Newtown and the Dream City. I proposed the prospective110KV program; By calculating short-circuit current, I got the main transformer impedance optional parameters for each110KV substation in prospect; I did flow calculation about the power supply load of Rand and North lake110KV transformer substation under three operating modes according to the calculation conditions in2015and2020, then I got the reference data of the line, transformer and capacitor configuration, so provided a basis for the grid construction.At the same time, I analyzed the main issues of the Daqing grid in actual engineering. And according to the analysis of power load demand and the results of load forecasting, I put forward relevant proposals about the Daqing power supply, grid construction planning and the construction of power transmission project in the "Twelfth Five-Year" period. Therefore, the design in my paper has strong feasibility and operability.
