The marine development area of Tianjin is located in the developed coastal areas, is committed to the development of regional industry advantage, trend of load growth is rapid, while the grid structure of marine development area is relatively weak. It leads to the relative lag development of high and medium voltage distribution network in local area, can not meet the electric demand for capacity of long-term. Therefore, on the basis of the regulatory requirements of marine development area, this paper does research on high voltage and medium voltage distribution network planning for the area, provides a theoretical analysis and guidance for the construction of marine development area's grid.Through the relevant technical principle analysis of high and medium voltage distribution network planning, firstly do high voltage distribution network planning of marine development area. Use small area load density method to predict the load of marine development area, according to the load forecasting results, using load moment method to choose location and do capacity analysis of high voltage substation. Then do the high voltage substation network planning, on the basis of network planning results estimate investment analysis. Results shows, the program fits requirements of load rate and capacity-load ratio in distribution network guidelines, the investment plan also adapts to the norms of the current electricity market.On the basis of high voltage distribution network planning results, study on the medium voltage distribution planning on marine development area. Firstly determine the trunk line wiring scheme of medium-voltage distribution network to meet the load characteristics of marine development area, do statistical analysis of the trunk line, contact line and the length of main line. Then determine the pipe planning scheme, and do statistical analysis of the pipe hole number and length. Finally, according to the pipe planning scheme estimate the investment analysis. At last, get the scheme of high voltage, medium voltage distribution network planning in period of marine development area, can effectively guide the actual power grid construction projects of marine development area, it has practical value.
