There are a few of world-famous metropolitan regions, including London, Paris, Tokyo and Hong Kong, and so on. They have effectively promoted the urbanization process in the world. Meanwhile, they have also improved overall economic strength and global competitiveness of their own countries or regions. Unquestionably, there is a common characteristic presented from the evolution of their functional spatial structure. That is a shift of spatial structure transformation from the ’single center’ system to "multi-center" system with the aid of developing new towns. Furthermore, they have gradually been a high-level network spatial structure.New towns are independent settlements planned and constructed in the out-skirts of metropolitans, in order to evacuate and re-accommodate some functions of city centers, such as population, industries, traffics and residences, etc. It has be-come an important tool through developing new towns to avoid the vicious urban in-flation, being helpful to reshape and optimize the spatial structure of a metropolitan. Since the21st century, urban network system and multi-center spatial structure of metropolitans are growingly popular in rebuilding rational space of a metropolitan. All kinds of new towns, as their nodal functions, have played increasingly important roles in the construction of their own metropolitans.This research mainly analyses current issues and possible accountable measures, based on existed theoretical works about functionally spatial structure and good practice of some cases of famous metropolitans across the world. Notably, through rethinking the development of new towns (Marne la valle, Tama town, and Tsuen wan town) at home and abroad as well as the empirical analysis of Jiading new city in Shanghai, the dissertation aims to break the bottleneck of developing new towns, and to provide countermeasures and suggestions for the continued construc-tion of new towns in Shanghai. According to this research route, it includes four parts as following:(1)the first part (i.e. the first chapter) covers the introduction, which mainly points out the research background, significance and ideas and methods of this research, highlighting the necessity of relative studies;(2)The second part (i.e. the second and third chapters) is the theoretical basis of the whole research work, mostly reviewing on the spatial structure theory of metropolitans and relevant studies of developing new town, within the theoretical framework of network theory and the multi-center theory.(3)The third part (i.e. the fourth, fifth, sixth chapters) belongs to empirical analysis, which mainly includes the international comparisons of new towns, the analysis of new towns’ evolution in Shanghai with a case study of Jiading new city.(4)the last part (chapter7) is the conclusion and perspectives, conclusively making the major points and putting forward limitations and future research directions.In a word, the planning and development of new towns, being a positive attempt to try to optimize and rebuild the spatial structure of metropolitans, can and should be regarded as a significant strategic choice during the long period of promoting the ra-tionalization of Shanghai spatial structure.
