With large scale rail transit construction, security issues during the construction processhave been gradually revealed. The third-party monitoring becomes an important safetyassurance in a rail trasit construction period because of its unique independence andimpartiality. Applying project management methods and techniques reasonably andeffectively in its third-party monitoring projects can improve work efficiency and regulate thequality of work. It can provide good control of the project progress as well.Since the numerous monitoring type, high technical requirements and complexmonitoring work sites in the third-party monitoring of projects, current single project managermethod cannot meet the actual needs of the project any more. To overcome current limitsduring the third-party monitoring in rail transit construction, such as project managementconfusion, lax quality control of monitoring results, inefficiency, irrational allocation ofresources, the paper has investigated existing workflow and organizational managementsystem. After the analysis of advantages and disadvantages of three modes, that is, thefunctional, the project and the matrix project organization structure, the second mode has beenselected, considering the practical project characteristics in the third-party monitoring. Bymeans of in-depth application and powerful control of quality, schedule, human resource,costs, risks and other aspects, efficient management of third-party monitoring has beenultimately achieved.Based on the study on the organization and management of third-party monitoring duringrail transit construction, practical engineering applications has been conducted in thethird-party monitoring of Chongqing Metro Line6north extension. By analyzing the practicalproblems in the existing project management system, the critical structure of "project leader”,which erects the nexus bridging role, has been established between the project manager andthe monitoring team. Project Leader constrains the daily work of the monitoring group bothfrom a technical and management perspective. He also provides critical information and worksupport for the project manager to control the whole project. In this way, the efficiency of theactual project management has been improved. Time, progress, human resource, safety andrisks are balanced and orderly organized. Excellent project management has been achieved aswell.Presented study and its practical engineering application has demonstrated theadvantageous effects. The selection of the project organization structure and its applicationhas improved current project implementation. It achieves remarkable results, and fullymobilizes the working enthusiasm. It also helps to improve the production efficiency, toensure monitoring quality, and to maximize the benefits gained. Presented study outcome canbe popularized in the third-party monitoring during rail transit construction.
