Influenced by environment and the using condition, bridges suffer from various diseases and damages during using, which causes constantly decline of bridges’technical condition and service level. However, due to the lag of bridge management, limit of maintenance technique, irrational arrangement of maintenance fund, etc., the currently used bridges fail to timely get effective maintenance, which makes the bridges’technical condition fall more rapidly thus more bridge collapse accidents happen. Therefore, it is crucial to improve the bridge maintenance, especially the researches of related techniques of bridge maintenance plan to guarantee its operation.This paper takes the research method of integrating theoretical researches with project practice, with the focus on key techniques of the bridge maintenance plan, mainly including evaluation system of bridge technical condition, model of technical condition prediction, and decision method of bridge maintenance planning, which is demonstrated in the following.(1) On the basis of comprehensive investigation of diseases of the highway bridges in Beijing, it systemically analyzes the common diseases of highway bridges in Beijing and its formation mechanism to provide a foundation for technical condition evaluation index system of highway bridges in Beijing and deterioration model.(2) Based on the conventional evaluation method of regular inspection, through methodizing and layering the factors that influence the bridge technique and fully considering the uncertainty of all factors, it puts forward the easy and convenient method to conduct weight modification on the basis of standardizing and recommending weight. With comparison analysis of cases, it researches and compares the conventional evaluation method, analytic hierarchy process and synthetic and fuzzy valuation theory to establish the suitable technical condition evaluation for highway bridges in Beijing.(3) According to the resources of three years inspection of more than2000highway bridges in Beijing, in terms of three main types of highway bridges in Beijing, it takes regression analysis to get the natural decay rule model of technical condition of concrete girder bridges, T beam bridges and box beam bridges. It makes the factor influencing technical condition parameterization, and through the modification of the natural decay rule model of bridge technical condition, gains the bridge technical condition prediction model under the unnatural decay condition. In the light of the condition that bridge inspection data information is not complete, bridge technical condition has a significant mutation and is not suitable to take regression analysis to determine model of the bridge technical condition decay, it introduces Grey-Markov model that can reflect the development trend of bridges and its sudden changes to determine technical condition prediction model, as well as complies the computer program.(4) Based on the conclusion of different types of bridge maintenance strategies and cost analysis, the method of’smallest weighted sum of squared deviations’is introduced. At the same time, multi-objective decision of schedule problems with project-level bridge maintenance planning are solved. Combined with Beijing highway bridge typical disease symptoms, the method of bridge maintenance strategies is refined. As well project examples of maintenance planning decisions are given.
