As the basic pattern of the national main body function regiongradually formed, the measure of different types of development priorityzones, and the change of dynamic simulation has become a developmentpriority zones spatial pattern of the basic foundation of furtheroptimization control. Society, economy and environment, resourcecoupling, fragile degree and development intensity of the system.This article first to finishing of related literature and theory ofdevelopment priority zones,and constructs the comprehensive indexsystem of main function zoning.Second, with resources andenvironment’s carrying capacity、resistance and potential social andeconomic development、 ecological environmental stress factors tocalculated the comprehensive index of development priority zones,determines three different types of development priority zones,theHuhhot、Baotou、Erdos、 the west Liaohe plain agriculture and animalhusbandry major grain producing areas and large、small Xinganlingforest ecological area. Third, build the vulnerability assessment model,the three areas of vulnerability are analyzed, and its evolution process ofdifferent types of development priority zones in different periodsinfluence factor of vulnerability and vulnerability and developmentintensity correlation are analyzed.Fourth, the use of system dynamicsmodel is established, with the minimum vulnerability to restrictconditions, the different types of development priority zones developmentscenarios for dynamic simulation. Finally, puts forward the developmentmodels of different types of development priority zones.Main conclusions of this paper are as follows:(1)Different types of development priority zones basal resources environment and development potential is there is a significant difference.City regional environmental bearing capacity is higher and thecorresponding resource abundance is low, but the composite index morethan the limit development zone and ecological and environmentalpressure is lower than the limit development zone resistance. Andalthough restricted development zone resources relatively high abundancelow environmental capacity, large in the resistance pressure ofenvironment and ecology is unfavorable for the development of highstrength. Urban areas better social and economic base, all kinds of factorsof industry agglomeration, good development potential. And limitdevelopment area social economy is relatively weak, at the same time, theecological environment resistance, is not suitable for large-scaledevelopment, easy to appear vulnerable ecological environment withqualitative change. Main function is given priority to with agriculturefood production and ecological security, to assist the development of theindustry and service industry as the auxiliary pattern.(2) Significant difference was found in different types ofdevelopment priority zones vulnerable degree of evolution. Vulnerabilityof urban areas from2005to2012, from4.06down to0.46. Fragile degreedecline faster during the eight years, it is by reducing pressure strengthand sensitivity, improve resilience. Farming and animal husbandry in2005-2012regional vulnerability from0.54to0.14, forest ecological areafrom2.34to0.55. Reflect a vulnerability is slow, and this is mainlyachieved by improving the restoring force, no significant relationshipbetween compressive strength and sensitivity, it has to do with limitedecological and environmental capacity.(3)2012-2020, with the minimum vulnerability for the constraintsof the SD model show that along with the advancement of developmentpriority zones formed, based on the resource environmental bearingcapacity, different types of development priority zones development tend to be balanced on the space. For different types of development priorityzones in the simulation to select the optimal solution, for2005,2012and2020, comparing vulnerability index found that call package hubei urbanareas were4.06,1.84,0.5, and the west liaohe plain agriculture areaswere0.54,0.15,0.08, big forest ecological area of small xing anling were2.34,0.45,0.14, respectively. Vulnerability is more and more small, ratewere decreased at the same time. Judging from this, three kinds of areasalong with the advancement of development priority zones formed on itsresource environmental bearing capacity is more and more tend toequalization.
