And combining with the actual situation of power grid development in our country, analyzes the model of social public security, and on the basis of this model the evaluation index of blackout social loss is put forward, studies specific measurement method of each evaluation index and measurement model is obtained. Integrates the social public security relevant calculation parameters which comes from authority organization statistical data, analyszes and optimizes the parameters under the situation of actual calculation so that we can get more in line with the actual situation of calculation parameters. At last, combining with operation parameters of typical power grid in our country and the social public security situation, brings the theory which this paper puts forward to the actual power grid, assesses blackout social loss assessment, contrasts the results of forgein blackout loss, verify the scientific nature and the effectiveness of measurement model.
