Research On Social Security Planning Strategies Of Changsha From The Perspective Of Spatial Justice

With the rapid development of China’s cities,social conflicts,which are rooted in unbalanced growth and interest conflicts,have brought huge hidden dangers to urban social security.Under the background of market economy participating in urban construction,different subjects have different interests due to social relations.In the process of planning,deviations in the value system are prone to occur,and the demands of public for social fairness and justice are ignored,resulting in a series of social problems such as social exploitation,striking gap between the rich and the poor,and unfair resource distribution,resulting in the accumulation of dissatisfaction and social conflicts.Under the influence of the external environment,social security incidents are likely to occur,such as terrorist attacks,riots and criminal crimes,which seriously threaten social stability and healthy development.Paying attention to social security issues and maintaining social justice put forward new requirements for urban planning in the new era,and it is urgent to carry out research on urban social security planning.First of all,after combing the ideological development of the pursuit of social justice at home and abroad,it is found that spatial justice is the key theory for scholars to analyze urban social problems,reveals the root causes of injustice in spatial production,and reflects the value standard of people’s pursuit of the rationality of distribution relationship.Therefore,this paper hopes to discuss the relationship between spatial justice and social security through the critical perspective of the theory of spatial justice,based on the analysis of the connotation of urban social security,the classification and characteristics of social security events,and the mechanism of social security risks under the perspective of injustice,and summarizes the influencing factors of urban social security risk from the three aspects of economic development,space construction and social governance.Secondly,taking Changsha as the research object,this paper discusses the realistic dilemma of urban social security planning.Based on the development of urbanization in Changsha,this paper analyzes the current situation of social security and planning management in Changsha.Based on the investigation of social security and spatial injustice of the citizens,combined with the construction of laws and regulations related to social security in Changsha,the paper summarizes the problems of social security planning in Changsha,which includes the lack and deficiency of planning system content,facility construction level,safety mechanism understanding and public participation awareness.Finally,based on the comprehensive theoretical construction and empirical analysis,the urban social security planning strategy is studied.(1)To improve the urban social security planning system,the planning principles and processes are discussed.(2)According to the influencing factors of urban social security risk,the evaluation index of social security risk is constructed.(3)The establishment of social security planning and management mainly includes paying attention to the root causes of social security risks from the planning level of urban land,housing and public facilities,and strengthen the spatial planning of social security from the construction of security facilities,refuge space and public space,and promote the public participation of social security from the management level of intelligent governance,multiple cooperation,feedback mechanism and information disclosure.
