As the construction area of high-voltage substation is relatively large, the process is complex, the workplaces are decentralized, personnel and vehicles are numerous, therefore, it is an urgent problem that how to dispatch resources effectively and reasonably, and how to manage construction site well in order to ensure safety and quality of the construction. Currently, the high-voltage substation construction dispatching mainly used interphones, PSTN phones, cell phones and other communication modes. Security system mainly uses traditional video surveillance. This mode has some problems:Firstly, various communication types are isolated from each other. Secondly, the traditional video surveillance adopts passive surveillance methods, rather than the active surveillance based on intelligence analysis. In addition, voice dispatching system and video surveillance system are not integrated, frequent switching between the various systems is needed, which affects efficiency. Finally, the tracking of personnel, vehicles and resources is unrealized, so that the real-time location cannot be known, which is not conducive to safety warning.According to the problems in current high-voltage substation construction, considering the status and the actual needs of the construction of high-voltage substation, without changing the existing network structure and communication types, a construction intelligent dispatching system based on multimedia-integrated was proposed in this paper. The program integrated audio and video dispatching, intelligent video analysis, electronic map tracking into a unified platform, and realized visual intelligent dispatching and management, which optimized management mode and improved dispatching level.Firstly, according to the current situation and problems of high-voltage substations, this paper studied the key technologies used in the construction intelligent dispatching, and analyzed the necessity and functional requirements of intelligent dispatching system. On this basis, the framework for the overall system was proposed; Voice dispatching subsystem, video surveillance and intelligence analysis subsystem, tracking and locating subsystem are designed. The integration program of audio and video was also designed. The three subsystems are integrated by using audio and video access gateways to achieve interoperability. Next, the paper presented the software framework for intelligent dispatching system and the design process of application-layer modules.Finally, this paper describes the application of intelligent dispatching system for high-voltage substation construction. In1100kV GIS docking, the remote integrated dispatching was realized.
