State Grid Corporation of China has proposed the strategic decision of building a strong smart grid in order to realize the safe,reliable and economic efficient operation of the power grid,and support for the accessing of renewable energy sources.Intelligent substation is an important foundation and support of strong smart grid,and it is the source of data acquisition and command execution unit.Intelligent substation is an important component of smart grid construction.High voltage switchgear is an important component and key equipment for power system control and protection,and it is the basic support of power transmission.The development of intelligent high voltage switchgear plays an important role in the construction of smart grid.At present,intelligent high voltage switch equipment just decentralizes the switch controller to the first control cabinet,while the traditional secondary control circuit of the switching equipment remains unchanged.In this way,although it reduces the cable laying from the switching equipment to the control protection system in background,and the workload on site to improve work efficiency,but the traditional secondary control circuit and intelligent systems are not integral optimization.A large number of traditional secondary control circuits are reserved in switchgear,which make the switch body bulky,and therefore there is no fusion between the circuit breaker and the secondary equipment in the sensing and control system.This can not achieve the purpose of true network control.Therefore,a unified design of traditional secondary circuit and intelligent terminal to cancel redundant secondary circuits will be the development direction of the new generation of intelligent high voltage switchgear.In this paper,the digitalization and miniaturization techniques of circuit breaker body measurement and control system are presented to break through the existing boundaries between first and secondary equipment based on the idea of distributed control.The amount of information processed by the switch device controller is reduced,and each agency of the intelligent switch is equipped with a controller.This controller can not only accept the control command of the switch device controller,and has the opening and closing function,but also has the function of measuring and monitoring.Most of the traditional secondary control circuit and cables can be cancelled by replacing traditional mechanism with intelligent mechanism.Consequently,the wiring of the secondary system can be simplified and the control circuit of the switch is optimized.At the same time,the intelligent components are integrated into a single device based on integration and module design ideas.The three-layer network structure of intelligent substation is optimized into a network of two layers,which simplifies network structure and system complexity obviously.A kind of network information flow with compact structure of a new generation of intelligent high voltage switchgear is established to solve the technical barriers between the first and secondary manufacturers.Thus,the function integration of circuit breaker and the secondary system is realized successfully.
