With the spreading of electric power distribution networks and the improvement of system reliability, the implementation and reconstruction of electric power distribution automation have become a trend. Furthermore, with the development of electric power marketization, the advanced distribution automation system (DAS) is an essential requirement for the digital electric power utilities, and also the DAS increases the comprehensive competition of the electric power utilities. For now, most of the distribution automation systems implemented in our country have many problems which restrict the development of power distribution automation technologies. These problems include: the systems are not stable, and hard to utilize; it is difficult to exchange information between the application subsystems; the "islands automated" still exist; the control and management mechanism isn't suitable; and maintenance work lags and so on. Therefore, designers should integrate the local real situation to implement the distribution automation systems to obtain the most optimized scheme.Based on the current states of domestic and foreign electric power distribution automation systems, this paper analyzes and concludes the function and architecture of the distribution automation systems and gives a strong emphasis on the research and the implementation of the integrated mode of distribution and dispatching automation systems. In the paper, the author takes the implementation of the automation project of Xuanhua district in Zhangjiako as an example, explore the technical requirement and utilization in DA area, and bring out an inventive proposal of distribution Automation systems and the method to accomplish the project. The techniques contain the architecture and the principle of Integration of distribution and dispatching, the design of the integrated master station platform, the control and management model of feeder automation (FA), the communication network and the terminal technology.The integrated platform of master station system for dispatching automation and distribution automation is a development direction. The author believes that the meaning of integrated design include the design of integrated platform, overall design scheme of feeder control pattern, integrated design of protection function and monitoring function for terminal device. The integrated platform systems use the object-oriented and distributional open systems and the technology of component object model. This new generation system supports the CIM/CIS standard, so that it can fullest share the public resources and information, make the real-time information and the management information conveniently to be integrated, and also provide the support for the next function and the information expansion. The goal of integrated master station system is to construct a unified open platform of information exchange that supports multi-applications function in the unified hardware and operating system. Based on the unified platform, the multi-applications functions may be flexibly expanded and integrated, the function of safe information browsing and data delivering may be provided to MIS by the measure of security segregating, multiple islands may be eliminated and all applications may share the information and data. Therefore, the unified platform of information integrating and processing of electric power utilities will construct on them. In addition, the paper points out that the integrated and overall solution based on the topology of entire distribution network is one of important standards for the optimum control model of feeder automation.From 2003 to 2005, Power Supply Corporation of Xuanhua had reconstructed and implemented three transformer substation of 110 kV level, changing them to intelligent substation without a staff. Meanwhile it improved and upgraded four distribution lines of 10 kV level in the city. The author involved in the design and implementation of the Xuanhua dispatching automation and distribution automation systems. This issue uses the encountered problem, from the perspective of integration of nobody duty master station and distribution automation master station, to discuss the key techniques of the implementation of integration of distribution and dispatching.
