Wind energy is a kind of clean, renewable green energy."Twelfth Five Year Plan"pointed out that China will continue to large-scale development of offshore windpower project. Compared with land-based wind power, offshore wind power does notoccupy the land resources. Meanwhile, offshore wind energy resource is much richer,and wind direction is more stable. But offshore wind power project exposures to theharsh marine environment over a long period of time. The special service conditionsdetermine that the offshore wind power project faces great risks. Compared with theonshore wind power, offshore wind power project has the characteristics of largeinvestment and high technology content. What’s more, its risk management attractsinvestors’attention so much.In this paper, firstly the related theory of offshore wind power project risk and riskassessment is summarized and it also expounds the meaning and characteristics of riskidentification and risk assessment on the existing offshore wind power project. Thepaper introduces several common methods of risk identification and risk assessmentof offshore wind power project and intensively introduced the theory of analytichierarchy process. The method of analytic hierarchy process is chose as the basicmethod of sea wind power project risk evaluation model building.On the basis of the principle of risk assessment index and the analysis of offshorewind power project risk characteristic, by using the methods of risk identification, thepaper conducts a comprehensive recognition for risk factors for offshore wind powerproject. Then build a comprehensive risk evaluation index system of offshore windpower project. In the construction of comprehensive risk assessment of offshore windpower projects on the basis of the index system, by using analytic hierarchy process,the comprehensive risk evaluation model for offshore wind power project isestablished. For the assessment model in this paper research, the model parameters areobtained by the weight of index which is determined though analytic hierarchy process. The object’s layer evaluation factor risk value is determined by researchresults referring to regular related science that has already formed.This study established a comprehensive risk evaluation model of sea wind powerproject, detailed evaluation index provides a new assessment for inexperiencedoffshore wind power project risk assessment. In this paper, Longyuan Jiangsu Rudong150MW Offshore (Intertidal) Demonstration Wind Farm is chose as the researchanalysis case. According to the comprehensive risk assessment model proposed in thisresearch, the paper makes a comprehensive evaluation on the project risk. Throughthe case analysis, the feasibility and scientific nature of this comprehensive riskassessment model has been verified. Integrated risk of offshore wind power projectevaluation model in this research enriches the offshore wind power project riskevaluation system. This kind of evaluation method is more convenient and practicalfor the project managers, and it provides a reliable basis for the decision.
