With the advance of urban rail transportation technology, establishing rail traffic network to provide the public with fast, safe and convenient public transport services, to ease urban traffic pressure, and to reduce traffic congestion has become a viable public transport service measure. Rail transit comprehensive monitoring system is an important subsystem of rail transport system, which enables various subsystems to share information and exchange data, so as to achieve effective integration of information. According to the current development of Chongqing Rail transit, the comprehensive monitoring system covers key operating sites along the rails, including control centers, stations, vehicle base, to meet the requirement of the multi-system integration, integrated monitoring, emergency efficient handling, optimal management strategies etc. Focusing on enhancing the the level of operational management and scheduling, and improving the linkage mechanism and an effective emergency plan processing system, we can ultimately improve the level of operation and maintenance of rail traffic management, so as to promote the city’s "smooth Chongqing" project.This paper, based on researches at home and abroad, focusing on specific characteristics of Chongqing Rail Transit, combined with "Chongqing Rail Transit Line1" project, introduces the design goals of integrated rail traffic monitoring system, structure of system software and hardware, system functions, etc. This paper also elaborates the design and implementation process of the comprehensive rail traffic control system, which enables the station management, environmental control/prevention scheduling, power scheduling, comprehensive linkage, device management, configuration management, alarm management, event handling, streaming media applications, redundancy management, license management, report management, network management and other functions. With the successful implementation of integrated monitoring system, it brings about the resource sharing, information exchange, automated operations for rail transportation, which plays an important role in improving the efficiency of rail operations, system security, reliability and rapid response, high cost-performance ratio, reduction of overlapping investment and ongoing maintenance cost.
