The Research On The Contractor Selecting Approach Of Thermal Power Plants Construction:from The Perspective Of Risk Management

As an important element of the electronic power project, thermal power plants mean a lot to the economic growth and social development.The construction of thermal power plants is faced with many risks from every aspects, and whether the construction goals can be achieved depends on the performance of risk mannagement.The contractor plays an important role in the construction work, whose rik management ability will be a crucial factor to the success of the project.Therefore, it is quite necessary to do some research on the rik management of themal power plant projects,and establish a system to evalute the contractor’s risk management ability according to its responsibility.ait would be better if the evalution system of risk management ability could be used to help the bidding activities.Many characteritics have made the thermal power plants project different from other projects, and basing on these features, the paper identified the risks involved in the projcets by literature research and expert inquiry.The risks identified come from different resources and may occur at varied time points,affecting the projects in different ways.To make the risk control responsibility clear,the paper classified the risks according to its appearing time and the different roles of the project.Basing on the researches above,we established the evalution system of contractor’s risk management ability.it revealed that the contractor’s risk management ability could be reprensented by the management level of material supplying plan, the contractor’s financial strength and some other indicators.Further study revealed that those indicators could be classified into two groups,i.e. the indicators discriping the risk management plan of the project and the indicators discriping the contractor’s comprehensive strength.The analytic hierarchy process is taken to determine the weight of different indicators.The results of weight determination demonstrate that the management team of the project and the finanicial strength plays an important role in the contractor’s risk managememnt ability.Facing the fierce competition in the thermal plant construction markets,we proposed a contractor selecting approach by making use of the evalution system.When the approach is taken in the bidding stage,the contractor’s bidding price is evaluated first,and once its price is recongized as competitive,its risk management ability will be the only standard to determine its rank in the candidates.Eventually, two cases from the thermal plants construction market were studied using the selecting approach proposed,and the results confirmed the validity of the approach.
