With the progress of human society and development of economy, the waterenvironmental problems become more and more prominent. It is closely related to thesharply increase of population, unreasonable industrial structure, and ecologicalenvironment destruction. Nowadays, the contradiction between water supply anddemand is increasingly serious, which has limited the human survival and development.So the water resources research is one of the most important key issues in globalchange research. The Kaidu River Basin is located in the southern of the TianshanMountains in Xinjiang Uygur Autonomous region, which is not only the ecologicalsource of oasis in South Xinjiang, also the important source of life. With thecharacteristics of uneven spatial and temporal distribution of water resources, the watershortage in some counties and cities in Kaidu River Basin have affected thedevelopment of the local society and economy. Therefore, the researches of waterresources carrying capacity and sustainable development strategies have practicalimplications for the national economic and environment sustainable development inKaidu River Basin. This paper mainly divided into the following two parts:1. This paper analyzes the water supply and demand situation of industry,agriculture, life and ecological environment in the Kaidu River Basin based on the loadindex, and find that the counties (cities) such as Yuli, Korla, Yanqi and Bohu showedthe imbalance between water supply and demand. Korla and Yuli have larger watershortage, while Yanqi and Bohu have small water shortage. There are surplus amountin Hejing and Heshuo. From the point of the administrative division, there are about50%of the counties and cities in the Kaidu River Basin in2010and2012belong to theⅠlevel. The water resource in Korla city has the characteristics of high utilization andlow exploring potential. For the entire basin, the water resources development potentialis very limited. 2. Constructed evaluation Kaidu Kongqi River Basin fuzzy comprehensiveevaluation model of Water Resources Carrying Capacity, a comprehensive evaluationof different levels of water resources carrying capacity in the basin. The results of thelateral water resources carrying capacity showed that:Water Resources CarryingCapacity of different counties in kaidu-kongqi river basin showed no significantdifference in the time,space distribution characteristics significantly different, asboth counties within the watershed can carry range.3. The longitudinal results of Water Resources Carrying Capacity showed that:While Kaidu-kongqi River Basin Water Resources subsystem presents a good ability tosupport a whole, but the state continued to decline. As the population increased,urban and rural domestic water increased, irrigation water increased, so status ofsocial subsystem decreased.The state of economic development subsystem support forwater resources carrying is fluctuated development Although the ecological carryingcapacity of the environment subsystem in a " strong" carry state, but the trend isclearly decreasing year by year, mainly because of lower river water quality, soilsalinization problem is serious, even after treatment, but the effect is not obvious.
