Water is essential in the development of a country or a region of natural apart resources and strategic resources, along with the advancement of urbanization, water resource shortage problem in each country or region has become about apparent increasingly. Cities in Manas river basin,in the process of urbanization,puts forward new requirements to the use of water resources from perspectives of population, economy,society,. Because of oasis ecosystem lidill vulnerability itself, the development of the basin town bound by water resource has been increasingly clear, the river basin water resources carrying capacity evaluation and analysis to solve the problem of urban water use, and promote the scientific development of the new type of urbanization,is of great significance.This research use regional economic theory, sustainable development theory and econometric theory,to analyze the urban water resources carrying capacity in manasi river basin, in addition to the introduction, this paper will be divided into five parts: the first part of urbanization and urban water consumption and the concept and connotation of water resources carrying capacity extension and related basic theory, as the theoretical basis of this article; The second part of geographical environment,meteorological and hydrological and economic and social development situation of the manas river valley and the river valley towns, generally understand the basic situation of the research region; The third part analysises of the basin town water resources supply and demandfrom the angle of supplyand demand, at the same time describes the water environment and water conservancy construction in this paper to tell us the development and utilization of water resources; Fourth part using the improved entropy fuzzy matter-element and topsis model to evaluate urban water resources carrying capacity in the basin and analysis, with the analysis of constructing the evaluation system of the restricting factors and change rules;The fifth part gives policies and suggestions on the basis of the relevant.in order to improve the regional water resources carrying capacity.This study gets the following conclusions through theory and econometric analysis :first, the river basin water resources in cities and towns basically is in short supply, besides shihezi relatively balanced,Manas and Shawan county water resources lack seriously; Second, the water resources carrying capacity of the manas river valley town is generally low, Shihezi belongs to the Ⅴ stage, pressure is great, the Manas county belongs to the Ⅳ class, there are certain pressure, Shawan belongs to Ⅲ level, the force balance, but three towns faces withthe deterioration of water resources carrying capacity of probability; Third, Shihezi and Shawan county, Manas county water resources bearing capacity is low level trap problems, its status in vertical sequence is of no optimization; Fourth, Shihezi city water resources carrying capacity is mainly controlled by natural resources endowment, while the Shawan county and Manas county is conditioned by thelow efficiency of water use in economic society,we must introduce the external shock to slove this problem.
