Abstract:Hydropower is renewable energy, with less impact on the environment, power generation, high efficiency, low cost of power generation, power generation peppy advantages. China’s abundant hydropower resources, vigorously develop hydropower utilities to ease the pressure on China’s energy has an important significance. Construction design is the construction enterprises to achieve low-cost, high-quality, low-cost, an important objective of maximizing economic returns guarantee means. But for hydropower construction organization design studies seldom strengthen its systems in-depth study for future hydropower project construction organization design preparation, optimization, evaluation provides a theoretical basis.(1) This paper systematically analyzes the hydropower construction organization design features and content covered, for the construction organization design provide the basis for evaluation of the building.(2) Indicators constructed, the summary of the literature concluded France, depth interviews, brainstorming and the Delphi method to build four common indicators of strengths and weaknesses and the applicable conditions, combined with the characteristics of hydropower project select depth interview evaluation index was constructed, and through multi-times the construction site to build indicators investigation verify the rationality and completeness.(3) Program evaluation, elaborated direct constitutive rights law, entropy method, range method, Delphi method, the basic principles of AHP, AHP is more appropriate, and ultimately select the analytic network determine the index weight, avoiding the traditional hierarchy analysis limitations;(4) Comparative analysis of the fuzzy evaluation method, principal component analysis, factor analysis, data envelopment analysis, gray clustering evaluation method, fuzzy comprehensive evaluation proved more suitable for hydropower construction organization plan evaluation and analysis(5) Peacock Ertan Hydropower Station, for example, the use of the comprehensive evaluation method to determine, calculate the hydropower construction organization design evaluation.
