With the continuous development of China's social and economic and fast growing energy demand, China's hydropower construction is still in rapid development. But the rapid expansion of water conservancy and hydropower will inevitably bring some negative effects, especially in the construction phase. The construction of hydropower projects having the characteristics include a long period, a large number of energy consumption, a wide range of cover and the huge investment, it will not only cause serious environmental pollution but also consume a lot of resources and energy, which has a very negative impact on the long-term development of China's hydropower projects and social sustainable development. Therefore, the promotion and implementation of green construction of hydropower projects is an urgent need to address the important work. However, the current domestic study on green construction of hydropower projects is very little, and the evaluation system for green construction of hydropower projects is extremely scarce, and green construction of hydropower projects is lack of scientific and effective evaluation tools to measure the level of green construction. Therefore, this paper focuses on green construction evaluation of hydropower projects, conducting a preliminary exploration for the development of green construction evaluation of hydropower projects in china.This paper introduces the basic theory and the development of green construction, and then defines the content and importance of green construction evaluation of hydropower projects through the analysis and summary of the non-green factors existing in Chinese hydropower projects construction. Then according to the Construction of Evaluation Index System theory, combining the characteristics of hydropower projects, initially established a hydropower engineering green construction evaluation index system which contains 31 indicators, and the accuracy and reasonableness of the index system were also tested, and the appropriate level of green construction assessment criteria was set up at the same time. This paper uses a combination weighting method which combines AHP and Entropy methods for the determination of the weight of evaluation index system. Thereafter, the paper analyzes and compares various comprehensive evaluation methods to construct the fuzzy matter-element evaluation model of green construction of hydropower projects by using fuzzy matter-element theory. Finally, the index system and evaluation model used in this paper were practical research on Baihetan hydropower station project. The evaluation results indicate that fuzzy matter-element evaluation model of green construction of hydropower projects is workable and effective, it can use quantitative methods to sort the negative factors affecting the green construction of hydropower projects and reflect the actual construction of hydropower projects, which is a scientific and reasonable green construction evaluation tools of hydropower projects and can serve as a reference to the government, owners, contractors and third party organizations to carry out green construction evaluation of hydropower projects.
