Hydropower development is the most common way of river water resources utilization. China is a country with a vast territory, particularly rich in hydropower resources reserves in the Midwest, in after years of hydropower development, people have accumulated a valuable experience in hydropower construction, but also large-scale hydropower development gradually become saturated, and the construction of small hydropower gradually into people’s vision. Due to the different characteristics of small hydropower development at the regional environment, the development of a variety of forms, economic benefits and ecological benefits are not the same, bring some troubles to people taking hydropower development planning, planning of small hydropower development as the goal, in the small hydropower planning and development status of the domestic and international research foundation on the research and application of the method discussed theory of river water reserves calculation; and Analysis on small hydropower planning and development construction principle, then through the screening of appropriate evaluation methods, a hydropower station construction planning evaluation model is established, and finally to river in Henan province water resources development in the planning of Qihe River tiger Gang station as an example to verify the climb. The main research contents of this paper are as follows:(1) on river theoretical hydropower reserves the basic concept is discussed, and combining with the data of Henan Province in the stream to planning, aimed at small and medium-sized hydropower station hydropower calculation and analysis were summarized and classified, describing the natural river water energy resources development constraints, provide scientific theoretical basis for the calculation of hydropower Hydropower development planning in the hydro constraints and comprehensive evaluation.(2) on the combined analysis of different countries in small and medium hydropower development based on, through the analysis of Henan Province in the river water energy development planning study proposed new period conforms to our country north of seasonal river, especially for middle and small rivers in Henan province power plant selection and construction principles, respectively from policy planning, ecological environment protection, ecological flow calculation, cascade flow matching and optimizing operation, planning power plant project financial analysis, and other aspects of small and medium hydropower station development plan of constructing principles for the construction of medium and small hydropower planning comprehensive evaluation model in a variety of different evaluation index to provide the detailed reference evaluation criteria.(3) in the analysis of various evaluation methods, considering selecting the multi-level fuzzy comprehensive evaluation method of medium and small hydropower planning selection and construction of evaluation, a comprehensive evaluation model was established, and the model evaluation index and its weight is derived theoretically.(4) selection in Henan Province river water can resource development planning in the Hu Pa Gang hydropower station as an example, the evaluation model is applied to the power station, and calculated the evaluation conclusion, the planning and construction of the Hu Pa Gang hydropower station to make more scientific and rational judgment.
