With the rapid development of power grid, at the same time State Grid willinvest hundreds of billions of yuan to the power grid project during the12thFive-Year Plan period, the cost control of power grid project is more and moreimportant. Currently in the cost control of power grid project, most of the power gridenterprises only pay attention to the one-time investment during the construction andlack the consideration of total project cost of the whole life. Life cycle cost (LCC)control theory is applied to all walks of life and people have paid more and moreattention to it gradually. As a kind of comprehensive cost control theory, the wholelife cycle theory work has a strong theoretical significance and practical value for thecost control of power grid project.This article introduces the theory of whole life cycle cost and tries to use a newperspective to analyze and solve some problem in the cost control of power gridproject. First of all, this paper introduces the research status on cost control at homeand abroad and the principle, purpose, means and methods of cost control theory, thenintroduces the concept of whole life cycle cost and analyzes the application of wholelife cycle cost control of power grid project. Besides this article introduces the theoryof value engineering method. According to the division principles of whole life cyclecost control at home and abroad, the stage of power grid project whole life cycle isdivided. This article analyzes the present situation of the power grid project costmanagement in our country and points out that the problem of power grid project costcontrol in our country, and then whole life cycle cost calculation model is established.Combined with the theory of whole life cycle and value engineering method, thisarticle analyzes and determines the substation project plan, which reflects theapplication advantage of the theory of whole life cycle in the decision-making ofsubstation project. Then from the perspective of the whole life cycle, this article putsforward the corresponding measures and suggestions of the cost control of power gridproject, which including the principle, target and control steps of whole life cycle costcontrol of power grid project, the cost control measures in all stages of power gridproject, and then power grid enterprise cost control system are discussed and studiedin detail.Through the research of the whole life cycle cost control in this article, using the theory of whole life cycle to manage the specific power grid project is a very effectiveway to improve the project market competitiveness and can accord with the need ofnational sustainable development strategy and lay a solid foundation for the lastingdevelopment of power enterprise.
