With the rapid development of economy in our country,the construction of power facilities are constantly advancing.As the national key industry-national electric power enterprises,has been to maximize the economic and social benefits.However,the current project cost management model of electric power industry has been unable to achieve the goal of electric power enterprise cost benefit maximization.The whole life cycle cost management is based on project life cycle of the project.Through the project decision-making,design,construction,operation and maintenance of the various stages of the project cost control.This method propose a kind of realize the goal of whole life cycle cost minimum management approach.Its mainly has three characteristics: full cost,the whole system,the whole process.This article first analyze the whole life cycle cost management concept and the history of substation project decision method,also elaborates the research situation at domestic and abroad.In the perspective of whole life cycle,the existing pro blem and cause of our nation substation project investment decision is analyzed.In order to optimize the investment decision of the existing substation project,this paper proposed the key point of Life cycle cost management for each stage of power project investment decision variable and the relevant decision method based on Life Cycle Cost management concept.This article mainly proposed a main transformer and substation equipment maintenance strategy selection method based on Life cycle cost theory.This optimization method,based on Economic load rate of recovery cost of main transformer analysis,give the selection process of the number and capacity of main transformer.This process re-plan the selection direction of main transformer capacity and quantity,simplify all phases of the work.The content of this paper can be used as a reference for the analysis of the application of the whole life cycle cost in the substation project.
