This paper mainly elaborated on the project of No.3furnace converting to burnbituminous coal in Xibaipo Power Factory,and gave a comprehensive evaluation fromfour aspects, including the technology selection of the project, economic benefits,environmental benefits, and social benefits.Firstly, this paper describes the background, the significance and the research statusat home and abroad of the article on blending lignite project evaluation. Secondly, thispaper introduced the theory of the project evaluation, including the theoretical basis, theprinciples and the method of the project evaluation. At the same time,this paper describedthe technical route and comprehensive evaluation method on the project of bituminouscoal reconstruction. Further we explained the necessity of No.3furnace converting toburn bituminous coal in Xibaipo Power Factory, highlighted coal price increasingresulting in enterprises benefit declining and enormous pressure of enterprise fromnational requirements for environmental protection, and made deep study andexplanation on this issue. On this basis, we also introduced the project overview of No.3furnace converting to burn bituminous coal in Xibaipo Power Factory, including millingsystem, furnace, combustion systems, air and gas systems, heating surface, heat checkingand soot blowing system and so on, also including three programs of furnace burningchanging, and then analyzed and selected program. With the combination of technicalsolutions and technical selection, this article evaluated the economic benefits,environmental benefits and social benefits as well. Thus, this paper establishedevaluation index system of the project of No.3furnace converting to burn bituminouscoal in Xibaipo Power Factory, and then applied the AHP to determine each index weightand conducted a comprehensive evaluation of the project by using fuzzy comprehensiveevaluation method. The evaluation results indicated that project evaluation grade of theproject is excellent and the overall effectiveness of project is well, and provided somereference for the project.
