our railway engineering project is large investment scale, long construction period, more interesting groups, more complex surroundings, which have brought huge social risks in the process of organizing and construction, such as land requisition, housing demolition, resettlement, environmental damaging, cultural clashes, and other issues. How to warn and control these issues effectively in the all access, namely the stability of the railway project controlling become the important task for railway construction management Social stability risk assessment mechanism is the logic of a reversed transmission, keeping stability is the key. The aim is to seek project and policy options which is easily accepted. Mutually promote symbiosis stability and development, promote the interaction between the government and citizen, realize the orderly benign development of economy and society, and to ensure the work smoothly.This article bases on "fragility" characteristics of the social system in the railway project, railway engineering project are instability. To find influence factors of the risk of instability in railway engineering project. Through the analysis of these factors, showing stable railway engineering project risk is how to happen under the certain conditions. Existing social stability risk will produce far-reaching aspects such as economy, politics, environment, in order to control the risk, implementing railway engineering project risk assessment is urgent. Based on this point, the related management organization establish the stable railway engineering project risk evaluation index system and evaluation model by the scientific and reasonable method. Through the stability assessment of the risks of railway engineering project, bring forward the "mark", to strengthen the prior control and process control of risk, providing the effective basis for the decision of railway engineering projects.
