The level of energy efficiency of China is low, energy waste is very commonphenomenon in our country. However, the waste heat resources of China is abundant.Particularly in the northern region on the one hand heating heat is short, on the otherhand a lot of waste heat is wasted. If this part of the waste heat is utilized, not only agood energy saving effect can be achieved, but also the pollution of the environmentcan be reduced.Currently there are plants applying circulating water heat supply technology inan unit on low vaccum running. But the quality and quantity of the heat are not good.The heat pump can make the waste heat a high quality heat which can be provided forthe users. It’s an advanced technology which not only is energy saving andenvironmental protection but also has a huge social benefits.The application of heat pump in thermal power units which used the waste heatcentral heating project of Jiangnan thermal power plant as an example was discussed.The domestic and foreign situation of energy production and consumption wasintroduced, and the necessity and significance of the recovery of waste heat wereproposed.In this paper, the waste heat heating project which uses the heat pump torecover and recycle circulating cooling water was proposed. Style of majorequipments and the systems associated with it were identified. The heating systemusing waste heat of circulating water based on the heat pump and both the edesignand operating parameters were established. The heating capacity, overall efficiencyand economy of the two heating system were compared. The results of the calculationindicate that the heating program based on heat pump is not only energy saving, butalso environmentally friendly. The emissions of carbon dioxide and sulfur dioxide arereduced. The total investment yield reaches almost27.2%and the payback period isshort. The program proposed is better than the heating programs existed and providethe reference for the power plant which has the task of heating.
