Shunting locomotive work is a fundamental part of railway transport production. Itsquality is directly related to the occupation of reception and departure line, the in-out storageof vehicles, the occupation of passenger train lines, the punctuality arrival and departure ofthe train. Besides, it plays a very important role in improving transport efficiency, enhancingthe transport capacity, and reducing the transportation cost, as well as meeting the nationaland people’s need for the railway transportation. With the continuous increase of china’srailway passenger volume, especially during the Spring Festival, the National Day peak periodand so on, the capacity of railway transport is far from insufficient. Therefore, It is an urgentproblem to mprove the work efficiency of the railway passenger station by the optimizationusage of shunting locomotives.In this paper, the technical operation of the railway passenger train, railway servicingshed and the railway passenger station are systematically analyzed. Considering many factorsaffected the usage of shunting locomotives, such as the passenger trains delays, the crossinterference at neck area and so on. Setting optimization for the usage of shuntinglocomotives itself as the main point, as well as the cross interference at the throat area and theuse of reception and departure lines. Therefore, the following three models are established tosolve the problem of the usage of shunting locomotives. Firstly, with considering of a seriesof factors affected the usage of shunting locomotives, and setting optimization for the usageof shunting locomotives itself as the main point, as well as the use of reception and departurelines, the usage of shunting locomotives model is established based on the given trainschedule, and the multi-objective function is given from the balanced use of shuntinglocomotive, the least connection time when the shunting locomotive pulls vehicle and thetrains occupy reception and departure lines. Secondly, considering of the passenger trainreception and departure delays, the usage of shunting locomotives model is established basedon the condition of the passenger train non punctuality reception and departure. Themulti-objective function is given from the balanced use of shunting locomotive, the leastconnection time when the shunting locomotive pulls vehicle and the least time when the trainsoccupy reception and departure lines. Then, aiming at crossing interference conflict at theneck area of the using of shunting locomotives, the usage of shunting locomotives model isestablished based on the condition of crossing interference at the neck area. Themulti-objective function is given from the balanced use of shunting locomotive, the leastconnection time when the shunting locomotive pulls vehicle, the least time of delaying trainafter servicing, the least non operating time the trains occupy reception and departure lines and the least waiting time when the vehicle is in-out of the storage at the neck area during theprocess of cross interference.Finally, the multi-objective function model is analyzed by using the multi-level sequencemethod and made it into two layers, which including vehicle pickup and delivery model andshunting locomotive operation model. And an actual case is solved by using the model andthe calculation results are analyzed thoroughly, which proves the rationality and the scientificnature of the model, and provides some theory references for the railway staff.
