Bicycle traffic is the most basic trip mode in the city. It is an integral part of theurban transport system. In the21st century, in the face of global environmental changeand the following serious challenges, low-carbon transportation becomes a nationalimportant way to solve environmental problems. Bicycle traffic as a non-polluting,low energy consumption of transport has become the foundation of low-carbontransportation. Meanwhile, as the development of urban motor vehicle traffic, bicycletraffic facing a serious impact. As a result, a large number of conflicts between thetwo trip modes become a key to improve China’s urban transport. Therefore, bicyclesystem planning strategy research, in the context of low-carbon transportation, is ableto solve urban traffic problems. Based on this, it can also realize low-carbon urbantransport development, and have great significance to urban development as well.This paper analyzes the connotation and features of low-carbon transport, anddiscusses its development trend, based on the experience of global low-carbontransport development. Starting with the function, location and low-carbon benefits ofbicycle traffic in low-carbon transport system, this paper concludes the foundationand connotation of its development in China. Based on the study of Bicycle trafficcharacteristics and travel characteristics, combined with our good basis for thedevelopment of bicycle traffic, the paper purposes bicycle traffic planning strategiesin low-carbon transportation background, and expounds it in detail at the macro level,the mesa level, the micro level as well as the policy level.In the end, this paper makes a zoning plan of Tianjin City, with the use of bicycletraffic planning strategy. What’s more, this paper makes a Planning practice inXiaobailou, with the concern of the present characteristics of that area, in order tointegrate theory and practice in a further level.
